Exfoliation would be your best choice. Those pimples are most likely ingrown hairs. Exfoliating every day after you wax, and applying an ingrown hair treatment 2 times a day should help. In my experience, though, it still won't get rid of all of them.
I have the same problem, and use a prescription creme on them, and they're still not all gone.
